Funding Year 2005 Waves
Wave 21 funding commitment letters will be dated November 16. Wave 20,
dated November 9, contained over $26 million in funding commitments, and
Funding Year 2005 commitments now total more than $993 million. To

Getting Ready for Funding Year 2006
* Begin the
competitive bidding process: File Form 470, the Services Requested and
Certification Form
While we do not have dates for the Funding Year 2006 filing window (when
Form 471, the Services Ordered and Certification Form, can be filed),
USAC encourages you to file a Form
<http://www.sl.universalservice.org/form/default.asp#applicants> 470 for
Funding Year 2006 as soon as possible.
Your Form 470 must:
* be based on
your technology plan
<http://www.sl.universalservice.org/apply/step2.asp> ;
* be detailed
enough for bidders to understand your requirements;
* NOT be an
encyclopedic list of services; and
* include all
entities that will receive services including non-instructional
<http://www.sl.universalservice.org/reference/Entity_Numbers.asp>
facilities.
Reminder: 28-day Waiting Period
Your Form 470 must be posted on USAC's website for at least 28 days
before you select a service provider and sign a contract. If a Request
for Proposals (RFP) is issued after Form 470 is posted on USAC's
website, you must wait at least 28 days after the RFP is available
before selecting a service provider and signing a contract.
Certifying your Form 470
You must certify your Form 470 by the close of the filing window. You
may certify online using your Personal
<http://www.sl.universalservice.org/reference/oscerts.asp>
Identification Number (PIN).
Contract Extensions
You may not extend existing contracts without posting a new Form 470
unless contract extensions were mentioned on an establishing Form 470
that was posted for a prior funding year.
Obtaining Assistance
Neutral consultants that are not connected to service providers may
assist you in filing your Form 470 and responding to USAC questions. Be
sure to give your consultant a Letter of

the consultant acts on your behalf.
Service providers may NOT assist you with the competitive bidding
process or completing your Form 470.
