Ell should default to 2 for no?  There are two ELL fields on the LEP page. 



LEP Participation [Student:LEP Participation (41)]		ELL_participate
LEP Eligibility [Student:LEP/ELL Eligibility (95)]		IS_ELL

The Eng Prof defaults to 00 Not LEP



English Language Proficiency [Student:English Proficiency
(113)]		NE_EngilshProf



The Home Languages does not default and needs to be completed by a student
global field value change or on the LEP page.   (1290= English)

Home Language [Student:Home Language Code (123)]		NE_HomeLanguage
