[Powerschool] state reports

NE_ExpectYrOfGrad.... is the Field name on the NE screens in PowerSchool. 
 PowerSchool made a new Nebraska Field so it would not get changed at year
end or by another user in scheduling.  It is supposed to be set at 9th
grade and remain the same throughout 4,5,6 years in the school.    That's
how NSSRS get the 4+senior number and more.

PS.  I saw a note through ESU3 that the NSSRS data management was down for
a while and they were contacting e_Scholar.   Probably lots of activity
today and under a full load we did see last year.   Hopefully we'll all
have patience and it will be up soon.  WOW a busy time of the year.....
