[Powerschool] Object report code line

I "borrowed" a report from a North Dakota web site with an enrollment  
form that has all of the current information in one column and spaces  
to make corrections in the other (http://www.edutech.nodak.edu/powerschool/templates/ 
).

I have one line for Language Spoken At Home with the following code:

~(decode;~(NE_HomeLanguage);1290;English;0860;Chinese)


Any new students (transfer or Kindergarten) that we don't have that  
information on yet auto-fills Chinese in the form. If you go to the  
LEP info page, it has "(No Selection)."

Any idea why it's doing this?
