It's really up to the school district but I think the best answer is
the last date of attendance. It is possible that the request for
records or other notification may not come until after the beginning
of the next school year, in which case the district could show them in
membership when they are really not enrolled. Here is the guidance we
have used from NCES. In addition I have asked Michigan to send us the
work they have done recently on transfers.
Transferred, enrolled in:
Another public school, a private school, or charter school Home
schooling Early college (baccalaureate or associate's program)
Transfer To Another School or Program:
Transfer students may be confirmed by a method selected by the state
or school district. A transcript request, withdrawal notice signed by
a parent that includes assurances the student will be enrolled
elsewhere, and the like are acceptable. In determining dropout status,
states are discouraged from accepting hearsay reports or
unsubstantiated statements of intent from departing students.

There has been some discussion on the PowerSchool Users Group
listserve concerning how to handle students who transfer over the
summer.
I thought I understood from the meeting in Kearney last April that if
a student never shows up for the year, the exit date should be the
last day they were actually in attendance the previous spring so that
they won't show up in reports at all. Is that right? or should their
exit date be the day that we get a request for records?
We get an awful lot of these at the beginning of the year and I know
other schools will be concerned about it too. I'll report what I learn
back to the PSUG listserve, but it might not be a bad idea to put it
on the next NDE Bulletin.
